Decisions

RESOLVED that 1) to award a 5-year contract (3+1+1) for a County Wide Homelessness Out of Hours Service, be approved,

2) delegated authority is given to the Assistant Director Housing, in consultation with the Portfolio Holder for Housing, to enter into the contract.

RESOLVED that the Anti-Fraud, Bribery, and Corruption Policy be approved.

RESOLVED that 1) the Chief Executive, in consultation with the Leader of the Council and the Portfolio Holder for Resources, be authorised to enter into an appropriate funding agreement with Ashgate Hospice, setting out the terms and conditions of the contribution.

2) an annual performance and monitoring report be presented to Executive detailing the use of the funding, service activity and outcomes achieved for Bolsover district residents, after each 12-month period.

RESOLVED that the award of contract to Purcell to undertake the Pleasley Vale Business Park options appraisal following the completion of the procurement process, be noted.

RESOLVED that 1) the outturn position in respect of the 2025/26 financial year, be noted,

2) the transfers to general fund earmarked reserves of £3.863m as outlined in detail in paragraph 2.3. of the report, be approved,

3) the transfer to HRA earmarked reserves of £0.586m as outlined in detail in paragraph 2.16. of the report, be approved,

4) the proposed carry forward of capital budgets detailed in Appendix 5 totalling £11.560m, be approved.

RESOLVED that the report concerning the Council’s Corporate Debt as at 31st March 2026, be noted.

RESOLVED that the contract for 3 years to JB Specialist Refurbishments Ltd for the refurbishment of the concrete lintel features, be approved.

RESOLVED that the contract for 5 years to Matthews & Tannert Ltd for the replacement of bathrooms, be approved.

RESOLVED that 1) the refreshed corporate plan, Bolsover: ‘Our Legacy Ambition’ (2026–2028) and associated performance framework, Targets and KPIs and contribution to the Local Outcomes Framework, be approved,

2) the corporate dashboard as the primary mechanism for quarterly performance monitoring, be endorsed.

RESOLVED that 1) the work undertaken by the Climate Resilience Group to date, to develop the DRAFT Climate Resilience Plan, be noted,

2) progress to an internal stakeholder consultation exercise on the DRAFT Plan (to inc. Bolsover Partnership Housing, Environment and New Zero Group), be endorsed.

RESOLVED that the option of entering the BNG receptor site market using the limited land currently allocated for environmental purposes (option 2 outlined above) be explored further, and that a detailed business plan is established to take this strategic business proposal forward, to be brought back to Executive.

RESOLVED that the CCC Policy changes following recommendations by the Housing Ombudsman, and the Customer Services Scrutiny Committee, be approved.

RESOLVED that the Anti-Money Laundering Policy be approved.

RESOLVED that the reasons for the delegated decision under special urgency to procure ICT infrastructure equipment exceeding the key decision value of £150,000 capital expenditure, be endorsed.
