To award the Bolsover Homes 4 year framework contract to Robert Woodhead Ltd (RWL)
Reasons for the decision:
A full complaint procurement exercise was carried out and Robert Woodhead Ltd recorded the highest score on both cost and quality
The contract is being awarded by DD due to the suspension of committees during the Covid-19 crisis and the temporary powers put in place to ensure business can operate during this period.
As construction is also suspended during this period, RWL could be working on designs and putting together the construction teams to enable a start on site following the removal of lockdown restrictions.
Alternative options considered:
Award has already been delayed following necessary checks and external agreements. Further delay could push likely start on sites into 2021.
