Reason for urgency:
There is an urgent need to undertake works at Pleasley Vale following the flood damage caused by storm Babet last year. Effectively managing flood risk and protecting the site from future extreme weather events is of paramount importance if the site is to continue operations. It is also important to establish a baseline of flood modelling to inform any future development proposals for the wider site, as any planning application would require detailed flood risk assessments to be undertaken as part of any application. Due to the urgent need to undertake the work the Chair of Local Growth Scrutiny Committee has agreed that it should be treated as a matter of urgency and not be subject to the Scrutiny call-in process.

Service Level Agreement - Household Support Fund 6

Reason for urgency:
The household support fund 6 is a 6 month Grant (1st October 2024 to 31st March 2025) to provide support to vulnerable households who would otherwise struggle to buy food or pay essential utility bills, essential living costs and housing costs. This grant is an opportunity to financially assist vulnerable households across the district, to prevent homelessness and to sustain tenancies. In order to receive this grant of £103,017 the Service Level Agreement needs to be signed.
To not enter into the SLA would mean that Bolsover residents do not benefit from the grant. The Chair of Customer Services Scrutiny Committtee has agreed the decision is urgent and not subject to Scrutiny Call-in.

Reason for urgency:
As it is now over 12 months since the flood, it is imperative that there are no further delays before the contract is awarded. Delaying is likely to result in an escalation of complaints from tenants which ultimately damages the reputation of the Council. In addition, there are concerns around the workplace conditions for the team working on site in reception which is not ideal.

CIVICAPAY BOS CONTRACT

Reason for urgency:
The Council uses CivicaPay which is set up for the Council. To swap suppliers would necessitate a tender process which would result in the Council losing discount for the current proposed contract and a new system would need setting up from scratch and require significant and comprehensive support from IT. It would also result in down time and customers would not be able to pay their bills on line or via a contact centre

The Chair of the Council has been informed of this urgency and has agreed it is exempt from Scrutiny Call-in.
