To consider the minutes of the last meeting held on 4th October 2023. Minutes: Moved by Councillor John Ritchie and seconded by Councillor Rob Hiney-Saunders RESOLVED that the Minutes of a Planning Committee held on 4th October 2023 be approved as a correct record. |

Minutes: The Interim Head of Development Management advised Members that the viability document for the above application had not been made available in the public domain and it was therefore necessary that the application be deferred to the next Planning Committee.
Moved by Councillor Chris Kane and seconded by Councillor Phil Smith RESOLVED that application 22/00229/FUL be deferred to the next Planning Committee meeting. |

Minutes: The Principal Planner presented a detailed report in relation to the above application.
The application had been brought to Committee for a decision due to the number of representations received and the financial viability issues which meant full S106 contributions were not able to be offered.
The application had been recommended for approval as it was considered to represent sustainable development and accord with most policy requirements, subject to the inclusion of suitable conditions. Whilst not all policy requirements were met in full, including the inability to make leisure and NHS contributions, it was considered that the public benefit that would be provided through the delivery of a fully affordable housing scheme outweighed those requirements.
The report detailed the history of the site and details of previous planning applications submitted.
35 individual representations had been received, 3 of which were from the same resident, and these were detailed in the report.
The key issues for consideration were the principal of the development, the landscape and visual impact, and the health and safety risks.
Mark Fitzpatrick attended the meeting on behalf of the agent and spoke for the application.
Members queried the timescales of the development; it was confirmed that subject to the application being approved, developers hoped to begin work on the site in early 2024.
Members noted that there was a high demand for affordable homes and usually sites were only required to allocate 10%, however, this site was to comprise of 100% affordable housing.
Moved by Councillor John Ritchie and seconded by Councillor Phil Smith RESOLVED that the application be APPROVED subject to prior entry into a Section106 legal agreement containing the following planning obligations:
1) Limitation over the occupation of the dwellings to affordable housing;
2) Procedures for the transfer and adoption of open areas and play space;
3) Maintenance sums for open areas and play space.
AND subject to the following conditions:
1. The development shall be begun before the expiration of three years from the date of this permission.
To comply with the requirements of Section 51 of the Planning and Compulsory Purchase Act 2004.
2. The development hereby permitted shall be carried out in accordance with the following approved drawings and documents, unless otherwise required and/or approved under other conditions of this planning permission:
