RESOLVED that the minutes of the meeting of the General Licensing Sub Committee held on 11th September 2025 be approved as a true and correct record.

Exclusion of the Public

To move:-

 

“That the public be excluded from the meeting during the discussion of the following items of business to avoid the disclosure to them of exempt information as defined in Paragraph 1, Part I of Schedule 12A to the Local Government Act 1972 (as amended by the Local Government (Access to Information) (Variation) Order 2006)”.

RESOLVED that under Section 100(A)(4) of the Local Government Act 1972 (as amended), the public be excluded from the meeting for the following items of business on the grounds that it involves the likely disclosure of exempt information as defined in the stated Paragraph of Part 1 of Schedule 12A of the Act and it is not in the public interest for that to be revealed.

To consider whether a licence holder remains 'Fit and Proper' to hold a Hackney Carriage/Private Hire Vehicle Driver's Licence

Minutes:

The Chair opened the meeting and welcomed those in attendance.

 

The Licence Holder confirmed receipt of the paperwork and before the Sub Committee progressed any further shared intent to surrender the combined Hackney Carriage and Private Hire Driver’s Licence.

 

The Deputy Monitoring Officer sought clarity, and the Licence Holder confirmed full acceptance of the Licensing and Enforcement Officer’s report, accepted was not ‘Fit and Proper’ to hold and intended to surrender the combined Hackney Carriage and Private Hire Driver’s Licence.

 

The Licence Holder had no questions of the Licensing and Enforcement Officer.

 

Members accepted what the Licence Holder had stated and the Chair thanked the Licence Holder for openness and transparency.

 

The Deputy Monitoring Officer summarised the decision of the General Licensing Sub Committee: to REVOKE the combined Hackney Carriage and Private Hire Driver’s Licence with immediate effect.

 

The decision letter would be posted to the Licence Holder within 5 days.  There was a right of appeal against the Sub Committee’s decision to the Magistrates Court, exercisable within 21 days of receipt of the notification.

 

 

The Sub Committee was adjourned at 10:10 hours for the Licence Holder for Item 6 to leave.

 

The Sub Committee was reconvened at 10:11 hours.

To consider whether a licence holder remains 'Fit and Proper' to hold a Hackney Carriage/Private Hire Vehicle Driver's Licence

Minutes:

The Sub Committee was informed of the Licence Holder’s intention to not attend.

 

The Licensing and Enforcement Officer presented the report to the Sub Committee.

 

The Sub Committee was adjourned at 10:21 hours and reconvened at 10:22 hours.

 

The Deputy Monitoring Officer stated the decision of the General Licensing Sub Committee was: to SUSPEND the combined Hackney Carriage and Private Hire Driver’s Licence for a period of 6 months with immediate effect.

 

The decision letter would be posted to the Licence Holder within 5 days.  There was a right of appeal against the Sub Committee’s decision to the Magistrates Court, exercisable within 21 days of receipt of the notification.

 

 

The Chair thanked all in attendance and praised the work of the Licensing and Enforcement Officers present.
